The Organization of Self-insured Schools (OSS) is a public agency Joint Powers Authority (JPA) formed pursuant to the provisions of Title I, Chapter 5, Article 1, (Sections 6500, et seq.) of the California Government Code.

OSS provides pooled Property and Liability coverage to 40 public educational agencies. The membership includes K-12 districts; County Office of Education, transportation JPA, support services JPA. and a sister workers' compensation and health benefits JPA. OSS was established in 1986. The pool provides for payment of claims up to a maximum $50,000 Self-Insured Retention (SIR) per claim. Excess coverage is purchased for claims that may exceed the SIR.

The size of the member districts and agencies varies. Many members are single school districts with an average daily attendance (ADA) of as much as 7,000. Members are located primarily in rural Fresno, Kings, Tulare, and Merced counties.

The OSS Executive Committee consists of ten (11) representatives. The Executive Committee schedules regular meetings four times a year and one general meeting is held annually. OSS has no employees. Administration of the program is provided by contract with Tucker-Alexander Insurance Associates. The administrative office is located in Selma, California, and a third party claims administrator (TPA) administers the claims.
